Disable wall paper and screen saver from GPO

I have so many users they like play their wall paper,
screen saver, run, control panel, how can I disable them
from the local security policy with XP machine, can you
tell me how to do that, I will be appreciate it.

I take you have too many users on that machine, you should
disable users from saving desktop when they log off, which
should be in group policy setting, user
configuration\administrative template\desktop

Under my local security policy, I do not have
administrative template, I have XP PRO, I created with
MMC, then select Resultant set of Policy, then save as
console1.msi, there are no administrative template.
