Disable the 'single click to open an item' without effecting the desktop options

Is there any way to shut off the option to "Single click to open an
item" without affecting the Desktop tab? I've found that if I set the
"use classic shell' option via the registry or GPO it also removes the
"desktop" tab from the display properties. We need this system to be
able to change the background, as it is our projection system and we
use different backgrounds for different events, but we need to keep
users from switching to single click so that the 9 members of the
projection team who hate single click, don't kill the one member who
likes it.

Any suggestions? Thanks!

Sorry I wasn't clear. I meant I need to disable the option without to
change it without disabling the 'desktop' tab as the 'classic shell'
option seems to do. The problem is that the one user is turning single
click on and leaving it that way. We don't want him to be able to
change it any more, but they must be able to change the background
image easily. Thanks!
 
You can disable the entire folder options dialog via Group Policy:

"User Config -> Admin Templates -> Windows Components -> Windows Explorer"

"Removes the Folder Options menu item..."
 
What does it matter? That's why it's a user setting. Doesn't affewct any other user.
 
If I'm not mistaken it is applied to the users on that 'local machine'
or the OU that you assign the GPO to. It's not a 'current user' type
thing... No?
 
And why would you use GP on a workstation to prevent someone using it the DESIGNED WAY. It is a user setting, for the user not you.
