Disable the Shift Key (AllowBypassKey)

How can I disable the Shift key? How do I set the AllowBypassKey to false and
where?
 
in the context of the comments on the webpage, i don't know for sure what
"runtime version" refers to. unless you're programming in Access 2.0,
though, no need to worry about it.
