I am not the end user on this e-mail account but the owner. I have enabled
rights for another user to access my e-mail account allowing him to reply to
any of my e-mails. Instead of that users name appearing on it, I would
rather have the message just diplay my name.
No end user can make that change, not even you as the mailbox owner. It is your Exchange administrator who must grant Send As permission for your account to the other user.

Well I do have access to the exchange server settings. Is this a feature
which can be disabled through Outlook setting or do I have log on to the
exchange server? As part of the IT department, I have access to all the
resources so please let me know where and how to disable that feature.

You, as administrator, would use the Active Directory Users & Computers snap-in to change the permission on your user account's Security tab to allow (not disable) Send As permission for the other user.
