Not recommended and not 100% possible
- users change the text size because they need to in order to see the text
- users can override any style sheet
IMHO
Design your site to accommodate that and your users
But you can try if you want to, and don't care about user needs, by applying a style sheet using fixed px sizes

Which can be overridden. And, points will not be resizable either without
turning on the accessability feature of IE. Both points and pixels are
completely resizable in all other modern browsers with no additional steps.
However, using a print font metric (points) is not optimal for web pages.
