Disable stationery in outlook 2003?

I have been assigned the task of figureing out if i can disable the use
of stationery on all clent computers in the company. I have found a few
other posts like this one but i am a tad bit foggy on the details. I
know there is a GPO to fix and registry entries to edit. Now, we are
running exchange 2003 and i would like to know if these changes are
made on the exchange server? I would figure they are but i want to know
for sure.

Exchange doesn't come into it at all. These are client settings, not server settings. You create a Group Policy Object for all the users you want to have these settings.

And these settings are done on the domain controller with the ORK pack,
correct? This is what i have read in a few other forums.
 
Yes, you always manage Group Policy Object using a domain controller.
