I understand that you want to know if it is possible to mute or disable
sound on a system using Group Policy.
Windows 2000 does not any GPO setting to Disable Audio. The only policy
setting that would accomplish this in Windows XP and Windows Server 2003 is
to disable the Windows Audio service in the System Services portion of the
Security Options in GPO. This will not affect Windows 2000 machines
because the service does not exist
