Disable Script Debugging - won't remain unselected

There seems to have been a flurry of activity regarding this subject back in
July/August. I have tried everything mentioned then and am still unable to
get this resolved.

System: IE6sp1, Visual Studio 6.0, Office XP

Problem: On every system restart the "Disable Script Debugging" option in
IE (under Tools/Internet Options/Advanced) is unselected, regardless of the
option selection before system restart. This makes things more than a
little annoying when browsing the world's poorly written web pages ... sigh.

Any ideas?
