"Disable Reply All" (solution 197544) does not work

I would like to send an email message, so that the response can only be sent
back to me, and the responder cannot select "reply all".

Microsoft solution# 197544 - "Disable Reply All" button - method #2 - using
custom forms does not work.

Your prompr help will be appreciated. Thanks, Bill
 
That method would work only if the recipient is using Outlook.
