Disable Recycle Bin- Empty Recycle Bin command

I have a client that uses the recycle bin as a storage area and wants to make
it so that users cannot empty the recycle bin. Does anyone know of the
registry key that i would change to disable the "Empty Recycle Bin" command?
I've found various things on how to bypass the recycle bin in Vista, but this
is not what I need. Any help would be greatly appreciated.

Um, I have to ask -- why has your client decided to do this? The recycle bin
is not designed to act as a "storage area," and there is no way to
accomplish what you're asking. Please recommend to your client that they not
do this.

Hi steve,

Ok, that's what I thought, I just wanted to see if it was possible. Thanks
for your help, I just wanted to verify if this was possible or not. I'll let
them know it's not possible and recommend they change the way they use the
recycle bin.
