Disable F11 key and lock database

I created an Access Application and would like to prevent the user from
hitting the F11 key and accessing the database window to prevent
modifications to tables, reports, queries etc. Is there a simple and
straightforward way to do this?

.... for a way to patch a security hole in the help file's code, if you feel
you need to secure it that tightly.
