How would I disable/enable internet connection when logged on as a limited
user using 'Run as'?

navigate to:

User Restrictions > Optional Restrictions >
Additional Internet Explorer Restrictions >
Prevent Internet Access from Internet Explorer

You could try using the netsh command to change the default gateway to a
bogus IP to disable internet access.
