Disable "empty deleted items folder?"

Is it possible to "disable emply deleted items folders" for specific users
within Outlook?
We are on a domain, and using Exchange2000 Server and Outlook 2002 client.
Our goal is to disallow certain users to delete mail from thier mailbox.
 
You can try using a GPO but ideally, users should ALWAYS empty the deleted
items folder. It is for trash and trash should be taken out regularly.
