disable dynamic scrolling

Hi,

Vista has an automatic horizontal scrolling "feature" which I find
incredibly irritating. I'd be extremely grateful if anyone could tell
me how to disable this behaviour. In case you're unfamiliar with this
feature, here's a nice animation that shows it in action:

You disable the feature by using the classic XP theme.
