disable Baloon tips in XP

I was guided to this tip but cant find the thread it was in.
what I am trying to find out is how In the registry folder, do I change the
Value: to 0 as below, to disable tips.
I am trying to eliminate the problem I have with the error message coming on
screen "this device would work better on a USB2 connection etc. etc." when
all the time my laptop only has USB2.
Can you help?

Value: 0 disables tips
