You can use the Group Policy Editor (GUI) to disable Autoplay on CD-ROM
drives, or
disable Autoplay on all drives. It can be configured per computer or per
user. For
more information, run gpedit.msc, navigate to the desired section (Computer
Configuration or User Configuration), then see:

Administrative Templates > System: "Disable Autoplay"
[read the text on the "Explain" tab]

How do you cripple, damage, destroy, or preeminently maim
the annoying autoplay feature in Windows XP

I use TweakUI for XP to contol this. Using that program's options, I can
turn off Autoplay when I don't want it popping in my face. I can turn it
back on for the few times that it is actually useful. The Autoplay menus
are per drive and are located under TweakUI's My Computer section.
