disable ALT-TAB

In my embedded system I would prefer the have the normal user not to be able
to use the fast task switching via ALT-TAB Hotkey.

I found articles telling that you have to set the registry key
HKCU\Control Panel\Destop\Coolswitch=0.
But in my XP embedded this has no effect.

Anyone got an idea how to disable ALT-TAB task switching?
