this is preventing me from simple replies and send new email. I do not need a
alowed recipients list and want to disable it. even after I add emails add
and urls to allowed recipents list they are still kicked back if i resend.

This is usually an error from your outgoing smtp server - often indicating
you are not properly authenticating with the sending mail server.

Tools, accounts, select the account, change... more settings buttons,
outgoing server tab.

What exactly does the error message you receive say?

The problem is not your safe or blocked list in outlook. It is on the mail
server.

Whatever is in the E-mail Address field is totally irrelevant to your
login to the SMTP mail host. You can claim any e-mail address you want.
That is the From header in the *data* of your message and never used to
validate your permission to use their mail service.

For the SMTP mail host in the e-mail account that you defined in
Outlook, under the Outgoing tab, ensure that the option "My outgoing
server (SMTP) requires authentication" is enabled.

This means you are not properly authenticated with the SMTP server.

Go to Tools, accounts, select the account, change... more settings buttons
and check the settings on the Outgoing server tab.
