Disable ability to add new user accounts

I have an image here at work that we are deploying on several boxes. We would like to make it so that there is a user that automatically logs on, that has Administrator rights, but can not add new users to the system. Basically, we want it so that no new users can be added to the system other than the ones that we provide already installed on the image. Is this possible

create the accounts you want with Admin rights to them and then use group policy to disable the snapin for Local Groups and user. Then they wouldn't be able to get to it to add any other users because it will not appear in the MMC. Look at this link and see if it will hel
