DirectX 9.0a and 9.0b

Whenever I try to install 9.0a or 9.0b of directX it says
that it is not approved by Window's Logo program. even
after I downloaded it from Windows. It doesn't allow me
to download it. What should I do do get the update? I
even tried window's automatic update.
