DirectPlay Voice Setup Error

Windows error; cannot execute DpvSetup.exe
Window's support; move voice accelerator from none to
right.

My accelerator setting was already set to the far right.
moved it one notch slower (to the left) with no effect.
This is all in reference to using my mic. A file is
created but fails to play. Speaker and sound card
working find. Any thoughs on why I can not play back?

I sort of tried this meaning I went to Add/Remove
Programs, selected Windows components on the left and a
Windows component window pops up, not sure if this is
what I wanted. Tried reloading both media player and
accessory, no change in error. Is there way DpvSetup.exe
should be installed?

Do I need install DpvSetup.exe off of the XP CD? or is it
in the system? How do I find it to load it?
