For years I was proficient in DOS and learned how to do things like

dir > dir.txt

I still use this command often and I've wondered: Does Windows have a way to
save a directory in a file?

Not by default. However, you can modify these instructions:
"How to add the Print Directory feature for folders in Windows XP"
http://support.microsoft.com/kb/321379/en-us

This may be the most obvious oversight or stupidity of the design team.

pcmag.com had their TreePrint utility (to print or save a directory
listing with or without their files). While the utility is free, their
download area on their site is no longer free (i.e., you have to pay to
subscribe to download any of their tools).

Searching on some of the major file download sites can turn up
possibilities, like

I convinced myself the feature was in Windows and I just hadn't found it
yet. I sure didn't expect it to take third-party software or registry
edits!
