digital voice recorder vs. tape recoder

Hmm.. I heard that if you use a digital voice recorder and record from 20
feet with a person talking on the microphone.. then once you open it from
your PC.. the sound quality will be bad because of the frequency... is it
truth? while tape recorder work fine as with the same situation.. or is it
digital voice recorder just for close within recording??

What has this got to do with Windows XP, or computers for that matter?
