Digit grouping does not work

I tried customising digit grouping as 12,34,56,789 under Regional and
Language Settings-->Rgional and Language Options -->Customise Regional
Options -->Numbers Tab-->Digit Grouping. However, in Excel the numbers are
still grouped in the default format i.e. 123,456,789. In India we have
"crores" and "lacs" instead of millions and billions which need to be grouped
in the above format. Can you please help in sorting this out. Also, if you
can guide me how to format these numbers effortlessly in "crores" and "lacs"
i.e. 12,34,56,789 should be displayed as 12.35 (crores) or 1234.57 (lacs).

No it didn't help. Actually my problem is not related to digit grouping
symbol or decimal symbol. It is the way digits are grouped. In India, only
the thousand separator is applicable to 1st three digits to the left side of
decimal point. Every two digits to the left side of thousand separator are
separated by digit grouping symbol rather than three digits goruping. e.g.
12,34,56,789.00 is expected instead of 123,456,789.00.
