Different Windows open behind others

When ever I am clicking on something the window that I want opens behind the
main one.
Lets say your in control panel, you click on add and remove or user
accounts. It dosen't pop up in front of the control panel. I see it on the
task bar and I just click it to make it display.
What could the cause or settings for this.
I have tried both of these:

The regedit was already to 0 and the tweak had the check mark on prevent
applications from stealing focus.

Any other ideas?
 
Hi,

Please bootup your system in Safe Mode and tried whether it happens. If
that is alright, go to msconfig under the "Start / RUN " command and type
that and disable all start up items. Try that and feedback
