Different Shortcut Sets/Desktops for Single User

I would like to be able to quickly switch the shortcut sets that appear on my
desktop so that they are comprised of similar functional groups such as
Engineering Programs, Utilities, Internet etc.

Is there a way to do that in WIN XP Home other than setting up multiple user
screens? It takes too long to switch back and forth between those.

Create folders with those names on the desktop and place the relevant
shortcuts in them.

In addition to Dave's advice, you could also create the folders he mentioned and then create toolbar for each folder by right clicking the taskbar and selecting Toolbar/New Toolbar. Browse to one of the folders to create the toolbar. Repeat for all of the folders.

You can then place these toolbars on the Quick Launch toolbar for easy access or just leave the new toolbars on the taskbar.
