Different network settings based on User Acct

I have a laptop that I would like to use between two networks and would
prefer not to have to change settings based on location. Is there a way to
have different network settings based on the account the user is logged in to?
Example
If the user logs into account A, the static IP will be 1.1.1.1 with
workgroup = S1
If the user logs into account B, the static IP will be 1.1.2.1 with
workgroup = S2
 
This isn't exactly what you asked for, but in our environment, we have used
this program:

Seems to work ok, the user selects which "profile" he wants to use, which
changes proxy settings, network settings, enables ISA firewall client or
disables it, etc.
