Greetings:
Start\Run\lusrmgr.msc\groups\network configuration operators\add the user or
group. You may have to move them from users group to network configurators
group because some times a conflict is created which does not allow changes
to be saved if users belong to two groups at the same time..
If no success, try: start\run\gpedit.msc\user configuration\administrative
templates\network\network connections\capability to enable or disable a LAN
connection..
This may also help: Start\Run\secpol.msc\local directives\user rights
assignment\Add workstation to domain\add user or group\type user or group.
Hope this helps...

We recently made a major GPO change that secured many things at our
installation. Everything is working except dialup for laptops. Users also
cannot create a new network connection. Administrators don't have a
problem, but we cannot give our users higher security (even Power User).
All appropriate services are running on the laptops, but I suspect ACLs for
files or registry have caused this. Does anyone know the security
requirements so users can create new network connections or use those
already established for dialin?
