First, look in Event Viewer (Control Panel>Administrative Tools>Event
Viewer) to see if there are any clues. If there are entries and you
need help with the clues, post back. Second, check to be sure your
modem is really working. Go into the Modem applet in Control Panel and
there should be a place for Diagnosis where you can query the modem.
Sorry I can't be more specific here, but I don't have a modem in my XP
machine. If the modem answers the query, it is probably working
physically. Another thing to do is to use Hyperterminal (an old
terminal program that is still useful) to have your modem dial a
known-working number, like another phone line at your house or a cell
phone. If it dials it correctly, then you know the modem works.

Also, try updating the drivers for your particular modem. Perhaps a
driver conflict is causing the problem. Hopefully you'll see something
in Event Viewer pointing to this, but even if you don't it certainly
won't hurt to get current drivers.

And if all of the above troubleshooting doesn't help, try uninstalling
the "bad" modem and install a completely different one. After you've
done the troubleshooting, please post back if you need more help.
