The reason is the fact that Internet Explorer's may have set the dialup
connection to "always dial" the connection or "dial when network connection
is not available". Whenever a program accesses the TCP/IP protocol, the
Windows checks to see if it is connected. If not connected, it checks the
network connections. If it does not find a connections, it then dials the
default dialup connection.

Windows Messenger, MSN Messenager and Windows Messenger Service all try to
access the TCP/IP protocol, unless you have turned them off.

Is the box "never dial a connection" checked in your
dialing properties? If not then check it.If it is than the
answer below may apply.
One or more programs on your system is trying to access
the internet it could be a legit program or not,(spyware)
the next time this happens check your event viewer to see
if it was recorded.

You probably have chosen (or the default was chosen for you) options for
auto updates of certain software, or maybe you have adware/spyware/scumware
on your system that's trying to autodial. The following was posted by
Michael Solomon MS-MVP:

"Open Control Panel, open Internet Options, go to the Connections tab and
place a check next to Never Dial a Connection.

If the issue continues:
First, be sure your antivirus software has the latest definitions and run a
virus scan.

Second, download, install and run Ad Aware:

Note: you should always be well backed up before running an application of
this type.

Make sure your e-mail client isn't set to check for messages at specified
intervals, check the options of the applications you have installed,
especially antivirus as they may have an option enabled to automatically
check for updates. If you have Real Player installed, if you do a default
installation, you enable options for it to go online looking for updates and
news.

If you have auto-update enabled in XP that might be the issue. Open Control
Panel, open System, go to the Automatic Updates tab, place a check next to
"I don't want automatic updates" and click apply and ok."
