DHCP Keeps Running Out Of Addresses

I have a W2k Server running DHCP. The scope is for 50
addresses. There are only 15 systems on this network, but
the server keeps eating up addresses. I've set the lease
time to 7 days but didn't help. Any suggestions?

Is RRAS installed on the server? It will take addresses in reserver for any
RAS clients. What does the current leases show?
 
What I mean by what does the current leases show is, is every address in use
currently? are there multiple duplicates? DHCP could be just "messed" up and
it may be worth uninstalling/reinstalling to see if the problem persists.
