You must be logged on as an Enterprise Admin to be able to authorize a DHCP
server.

Check to make sure that the account that you are using is a member of the
'Enterprise Admins' group, as Karin suggested.
Also, assuming that the 'Administrator' account is indeed a member of the
'Enterprise Admin' group ( which it should be, by default ) give the
authorization a few minutes to take. I have experienced several times where
it takes three or four minutes before your DHCP Server is actually ready to
go. As with most things in WIN2000 AD you need to give it a couple of
seconds ( or minutes! ) before it works.
I also assume that you are trying this in the forest root domain and not in
a child domain? Is the machine that is performing the DHCP services a
Domain Controller or a Member Server? That really should not make a
difference but....
