DFS link defaulting to target at remote site instead of local site

An article was published last year stating that a hot fix
was available for this problem Q323702. Since it has
been over a year since this article has been reviewed, I
am trying to find out if Windows XP added this in a
Service Pack or plans to.

Yes. This fix was included in Service Pack 1 and Service Pack 1a. The
following website lists all of the Hotfixes included in SP1.
