DEVMGR is missing! - How do I uncompress files from the Installation CD?

My management console for Device Manager is missing
in /windows/system32/

How do I get this back?

I can find the file on the Win XP installation disc...
but how do I uncompress the file?

Start>Run and type "sfc /scannow" without the quotes. Have your XP cd in
the drive and note there is a space between "sfc" and "/scannow".
