Detect dialtone

I used to run Outlook 2000 with WindowsME and I could check a box that said
"Wait for dial tone".
Now I have upgraded to WinXP and I can't find the equivalent option.
The problem is that my modem starts dialing whether or not there is a dial
tone and this is a problem when someone is talking on the phone. Please
help.

Click Start>Control Panel>Printers and Other Hardware>Phone and Modem
Options and click the Modems tab. Select your modem and click Properties.
On the General tab you should see a "Wait for dial tone before dialing"
checkbox.
