Detailed hyperlink coding instructions

Can anyone direct me to a source that presents coding rules for hyperlinks in
an easy to understand format? I understand the basics. Is it possible to
write the link so it goes to a sentence or word on a reference document where
you can't add bookmarks? What are the limitations.

The rules vary wildly depending on:

- The application and type of document you're inserting the link into
- The type of document you're linking TO and what it permits
- In the case of PPT, how the presentation is being viewed (ie, w/in PowerPoint,
in one of the two free viewers, as PPT but in a browser, as PPT converted to
HTML within a browser)
- It may also depend on the server and/or local computer's settings

In other words, you'll need to describe the situation in very precise detail.
