Desktop won't accept change

A friend of mine was gone for a few months and when he turned his
computer back on it acted sort of strange so he ran and delted a
couple of spywares and virus but no one would take blame for using his
machine...heh!

Anyways, his desktop background is a blue color and the icons do come
up after booting but using the desktop properties he cannot load a
picture onto the background or even change colors.

Could he have taken a system file out while performing the maintenance
??

Any help would be appreciated ...

This is a WinXP system ...

Look up Active Desktop in Help and Support.
The Desktop may be configured to display Web content, preventing loading a
background picture.

3 things

1. you could use style XP to do it

2. right click on the besktop, click properties, in the themes drop down
menus click Windows XP... done

3. you could try system restore, see if it has a checkpoint for 3 months
ago...
