DESKTOP SETUP

[HELLO]

I don't have the tabs to change my desktop settings, such as a pix, border,
color...etc.
If I put in a new user they have the tabs but the two existing user accounts
do not.
I don't know when it happened and I am affraid to go back and do a system
restore because of a recient problem with some sort of virus or malware.
If I can, how can I get these tabs back?
I am pretty much computer illiterate so you will have to take it step by
step in order for me to understand what to do.
Any help would be greatly appreciated.
