Desktop - Problem

I have two users at home on Windows XP, logging in to one is fine and works
normally, however logging into the other user takes me to the desktop
backgorund without any icons nor start bar at the bottom of the scree. It is
as if it is in some sort of power-saving mode. The only thing i can access is
the task manager via control, alt, delete. In the processes tab it shows that
something called "system idle" is functioning. Please advise!! I have tried
deleting the profile and creating a new one but the same problem re-emerges.
I have evern completely re-installed windows xp but as soon as i tried to
install my internet provider, not only did the laptop not allow me to install
active x which was necessary it then asked me to reboot and once rebooted the
exact same problem occurred as before. any ideas how i can get my desktop
functioning normally?

The first thing I would try is this fix by Kelly, MS-MVP:

Restore Taskbar and Desktop to Default Functionality (Line 164)
http://www.kellys-korner-xp.com/xp_tweaks.htm

If still no joy, run a thorough virus and malware scan on the machine.

I think what you did was a "repair install" of Windows. The very *last*
resort would be a clean install, in which case all personal files and added
applications would be lost unless you've backed them up.

As far as "system idle" goes, the higher the number the better. That is the
percentage of time your processor is "resting" so to speak. If that number
is very low, that means something (an application or even malware) is taxing
the processor, possibly resulting in a slow or unstable computer.

Try Kellys' fix first, then the AV etc.
