Desktop.ini for System Folders ~ ~ ~ ~ ~

Does WinXP Pro (SP2) allow a change in Icons for C:\Program Files and
C:\Windows Folders?

I was about to create a new desktop.ini file in each of these folder to
change the standard Icon to a customised Icon, but as these are system files,
I thought I would better get the opinion of others better than me.

They amybe called system files but you can edit/change them as you want.

Thanks Jerry for replying to my post.
Knowing how sensitive Windows is, I will make a Restore Point before
changing them and hope XP won't mind.
The curious thing about these two folders is that C:\Program Files does not
have a desktop.ini and C:\Windows .ini file is blank.
Any thoughts on this?
