Desktop Icons Refreshing at Startup/Shutdown

ALL my desktop icons keep refreshing at startup. It is very obvious that for
every item which is loaded at startup and placed in the notification bar (the
one which has the time) the icons refresh completely on the desktop. On
shutdown, SOME of the icons flicker individually, it is difficult to get a
pattern here. I have downloaded the tweak on line 157 at
www.kellys-korner-xp.com BUT this has no affect on the problem. Can someone
please assist.

Does this happen in safe mode? If not you could do some clean boot
troubleshooting to see if something starting during a normal boot up is
causing this.
