Desktop Icons Disappeared

The desktop icons disappeared along with the all the
programs in the Program folder after reinstalling XP Home
when XP wouldn't start in normal or safe mode.This
occurred after installing a new motherboard. All the
programs and files are still on the C:\ when checking
with My Computer. Can anyone help with recovery??
