Desktop icons and command bar gone blue screen only

How do I restore the typical desktop configuration. I only have a blue
background with no icons or command bar on bottom. Thanks!

Hello,

try pressing Ctrl+Alt+Del, starting Task Manager. Go to the Processes tab
and end all explorer.exe processes, if you find any. Then, click File -> New
Task (Run...) -> explorer.exe . Will it start?
