How do I create a desktop icon for Volume Control like the one in the System
Tray?

Locate on your hard drive a file name "sndvol32.exe", right click on it,
create a shortcut and put it on the desktop.
 
1. Open Windows Explorer
2. Click on Desktop
3. Right Click in right window, New | Shortcut
4. Enter sndvol32.exe
5. Assign whatever name you like for the ShortCut
6. Click OK

If you don't like the Icon for your Volume Control (which is a gauge and you
would prefer the Icon used in the Taskbar):

1. Right Click on ShortCut
2. Click Change Icon
3. Pick the one you like
4. Click OK

I'm assuming you just wanted the Volume Control, not the entire Control
Panel | Sounds, Devices, ... version.
