Desktop folder in Documents and Settings\Owner or in All Users

My Desktop folder (in Documents and Settings\Owner) does not have
exactly the icons I can see on my desktop. But then C:\Documents and
Settings\All Users\Desktop has all the ones not listed in the first
one. What's the general rule there?

A users "Desktop" shows the contents of "All Users" PLUS any additional
contents of their OWN desktop folder

Yes, but I don't see the consistent reason why, for example, I got 3
antispy programs on the same day yet two of them are in one Desktop
folder and one is in the other.

That is a function of the installation routine for the program.
