Desktop customizations keep reverting to defaults

Every time I log on to this one particular user account, the desktop
customizations specified for that account revert to their defaults.
For example, if I were to move the taskbar to the top of the screen
like a Mac, it would be back on the bottom at next logon.

Changing it in the administrator account doesn't seem to do any good.
This is driving me crazy.

Also check this key for NoSaveSettings
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\
Policies\Explorer

If NoSaveSettings does not exist, it is the same as if it were set 0, the
policy is disabled or not configured. Changes to the desktop are saved.

If NoSaveSettings is set 1, the policy is enabled. Some changes to the
desktop are not saved.

Start | Run | Type: gpedit.msc | Click OK |
Navigate to >>>
User Configuration\AdministrativeTemplates\Desktop
Don't save settings at exit
Set it to Not Configured
