Desktop and Start menu gone

When I boot up the computer all goes well and the wallpaper comes on, but no
desktop icons, startmenu or taskbar appears. Only have wallpaper. Can access
everything and work computer by using task manager as my interface, but would
really like to have normal operation. Tried system restore and that completed
successfully, but did not cure condition. Tried right click on desktop,
properties, but was unable to find anything that says show icons. I have XP
Home installed, OEM edition which was preloaded so no disks.
