Designing a formula for an invoice report

I am attempting to create an invoice from linked databases; customers and
tank rentals at 4 levels of costs. I can link the customers to the tank
database with, after monthly entries of incoming and outgoing tanks, will
reflect the detail of the tanks and ID. There will be a total on the invoice
of the amount of the tanks rented but I am confused as to how to apply one of
the 4 level of costs to the invoice. Can this be done with another database
reflecting the costs?

A table in the same database.

Well, not another "database" - a Database in Access jargon is the .mdb file
container for all your tables, forms, reports, etc. However you will need
another table from which to retrieve the cost. Could you describe the business
rules for your "four levels of cost"? How do you determine which invoice gets
which level?
