Design Workflow Frustration

I find that I spend too much time getting a graphical design of a web site
into a working implementation in Visual Studio 2005.

I am continually frustrated at the lack of ease there seems to be in going
from a drawing of a web site design, to the asp/html implementation in
Studio.

I am therefore very interested in what people use to go from design to asp
implentation.

For example, I currently use Firefox to design a 'look', Dreamweaver to get
that design into working HTML, then paste that HTML into visual studio, to
usually find that it displays completely differently(!)

What packages are others using?

I meat to say that I use FireWORKS, then Dreamweaver then finally Visual
Studio.
