Design view inaccessible

When creating a form, the only time I can access design view is from the form
design button. Once the form switches to any other view, I cannot switch back
to design view

Try right-clicking on the Titlebar and choosing Form Design View.

Sorry Arvin, this was no help at all. Example, I started a new database, in
Create menu selected Create Blank Form which creates a new form in layout
view, then whether right click as instructed below or from the toolbars the
Design view won't activate, if I click on the Design View it defaults back to
Form View. This means that I can't access the tiils contained in the Controls
ribbon.

Sorry, you didn't mention that you were using Access 2007. I don't have it
loaded on this machine.
